Laguardia Terminal B arrivals means either the driver parks the car, meets and takes baggage + you back to the parking area orr or you handle your own baggage and meet at the pax pick up area on level 2 of the parking garage. It is all covered between terminal and level two of parking.

The firm I use for NY transfer doesn't have any greeters available at Laguardia anymore. So the driver has to park if you want help with baggage.
