It is because some hotels automatically take 15-20% of the gift card value for incidentals. It must be an automatic setting in the computer that some front desk agents don't know how to adjust. Buyer beware on these gift cards.
wow what a ripoff. I may take them to small claims court over this just to prove a point. This is fraud.
