When you exit Customs, you will see a sea of people on your left -- that's the awful security line. On you right, extending away from you, is a series of baggage recheck / rebook stations. Use if needed then ignore their instructions to join that security line.
Squeeze between security and recheck and go through the doors as if you were simply exiting. Take the escalators up to the Departure level and find a Pre line.
Incidentally, TSA at that post-Customs line told me, "This IS Pre-check." And indeed it is better than a regular TSA line. If memory serves, you don't have to take liquids and electronics out.
When I last used the line, they have separate lines for US citizens and non-US nationals. The US citizen line is a de facto precheck line where you don’t have to take off your shoes and can keep your laptop in your bag.
