All "Amex Offers" are targeted, but also an account can only display 100 Offers. If you are seeing the maximum number you can free up some space by adding Offers (even if you are not interested) to a your card, and additional offers may be displayed.
I would imagine that this has been mentioned before here, but probably not a bad time to mention that there are scripts out that which can automatically load all available AMEX offers, at least the ones that are showing. Then reload the page and do it again until they are all loaded. I have one set as a bookmarked favorite, so I can just click on a link. I'm not sure if it's the exact one I use, but there is a discussion about it on Reddit.
