In my humble opinion and experience, you can do a low amount of Paypal ms and fly under their radar. I've got an account under P2 that doesn't use paypal for anything that I use. Sometimes it will let me send it friends and family and I pay the fee, other times I have to send it goods and services and they pay the fee, but either way the fee is the same. I only do maybe 2-3 $200 gcs from OM/OD every couple weeks. So YMMV
If you value your paypal, I wouldn't use it though. No sense in getting booted off something you use for more than ms.
Your statement is not only true for PP but just about all other things MS.
It isn't the pigs that get booted, it's the hogs. Low level MSing may not achieve great individual returns, but at the same time, you do avoid the potholes.
My approach is many accounts, small time and infrequent utilization. I achieve nearly the same goals as the hogs but avoid the hog's abattoir
