PayPal is notorious for blocking GC transactions. and furthermore, if you want to keep your PP account, I would avoid MSing activates using it. Use the search button for "All things PayPal" in this forum for more information.
In my humble opinion and experience, you can do a low amount of Paypal ms and fly under their radar. I've got an account under P2 that doesn't use paypal for anything that I use. Sometimes it will let me send it friends and family and I pay the fee, other times I have to send it goods and services and they pay the fee, but either way the fee is the same. I only do maybe 2-3 $200 gcs from OM/OD every couple weeks. So YMMV
If you value your paypal, I wouldn't use it though. No sense in getting booted off something you use for more than ms.
