It's definitely not a commercial decision. Commerially LH should increase the frequency of their flights to TLV. Lots of people want to leave, all flights are fully booked, yields are high. Why should LH then cancel their flights due to commercial reasons?
The reason to cancel are safety and security related. LH is losing money not flying.
