AC's seat selection inclusion is only in reference to their own aircraft. partner policies vary (and partner flight booking class/code does not change if you pick standard , flex, or latitude).
as far as phone #, AC like most companies does everything they can to have users do everything online. However, the ticket confirmation emails still list . "If you are unable to change or cancel your booking online, you can reach Air Canada Reservations at 1-888-247-2262 (view international and other numbers)"
