Unfortunately, none of the credit card rating/review sites seem to care, either. I've written to a couple of them and gotten no substantive reply at all.

Some card companies and banks allow using a PIN or will text to a foreign cell phone. I use both methods.

With Capital One, the only thing I can do is call when someone is at my house to answer the landline and give me the code over my foreign cell phone.
