Given the hotel's size and location, it makes sense. It is a breakfast room buffet free for all guests but the hotel could end up serving an extra thousand people a day wandering past the elevator bank into the breakfast room. Checking off guests from a list would be cumbersome, as this hotel is huge. Much easier to just hand a voucher when entering the room.
