I’ve never heard of any of this before, which makes me think airlines have recently figured out that they can just close lavatories instead of fixing them and everyone gets paid the same.
There were lav, just not operable bellow 18,000ft.

Antarius mentionned, I'd prefer this to a cancelled flight (and all the other flights in that rotation that day). The vast majority of most flughts are spent above FL180
This is obviously not on the MEL, so perfectly safe.
Now could they announce it before boarding to allow youself and others with that opinion to chose another flight? Perhaps. But the extra 10 minutes on each end without a lav is not a problem for most, in my opinion.
