Hmm. Yes, definitely used to be able to choose seats on Econo fares. My most recent WestJet Econo flight was in May, so before the Ultra Basic introduction, and I chose seats at check-in for no fee. So maybe this was an unadvertised change (that they didn't even try to spin as an "enhancement") as part of the Ultra Basic rollout?
