As an update to my original question, after being assured by HH that my points would be returned if AC could not get a flight I took the plunge and requested the reward.

Air Canada works a little differently as you put in your request then AC calls you within 3 days to set up the travel but the tickets come from the same bucket as the economy FF rewards so in my case it did not help.
