Age shouldn’t be the issue - both my kids had accounts once they stopped flying as lap babies - so shortly after they turned 2.

likely just IT gremlins. Have you tried a different browser? Clearing cookies? Disabling VPN if you are using one? These are some generic solutions for web issues that I’ve found have solved issues with various sites.
