Yes, SQ do release Business seats to partner airlines. VA and AC traditionally have great SQ availability. I also recently redeemed a 10+ hour SQ business flight with only 45k miles.
Premium Economy redemption is not a *A product so you can't do it with NZ. VA has a special relationship with SQ and they do have Premium Economy access but unfortunately not with another *A carrier.
Some Star Alliance airlines
do allow Premium Economy redemption on other Alliance partners (THAI does for instance). However, in practice these are poor value and tricky to actually acheive.
