The credit is granted based on a hardcoded laundry list of POS (and no L3 data).
Toast isn't a sign whether or not the restaurant will credit - some do, some don't. If the Toast POS for a restaurant credits, then anything run through Toast will credit, even if not food. My experience was that Amex seems to have been able to add a specific POS to my card only, which is rather bizarre.
