No Show / Cancellation Fee?

What is the current state of affairs for National rentals and no shows / late cancellation fees? I know historically it was never charged (and thus some made two reservations to see if the aisle had the car type you wanted and would cancel the other car size-specific reservation if so), but has there been any change in recent years? Does anyone have experience with what happens if you do not cancel within 24 hours before the reservation start?

Any experience/insight anyone can share would be much appreciated.
