My SO have been #1/#2 with 2 open, only to have one spot disappear and whoever was in #3 get immediately upgraded multiple times in the last few months. Just happened today, in fact, on JFK-SEA.
If within T-24, U space opens, and the upgrade professor does not run, then you can use the full website to check-in and be presented with either a complimentary upgrade (elite) or a paid upgrade (non-elite). This will immediately move the pax into FC, skipping the waitlist.
From what you’ve described, it sounds like AS may have released 1 U space at a time, which would result in the first solo pax being upgraded, and is the system operating normally.
