This was the case also when I flew QR out of DOH in economy. Access to Al Safwa First Lounge and Al Mourjan Business Lounge was based on class of service flown, and OneWorld status did not allow access to those lounges. There is a separate OneWorld lounge at DOH for OneWorld elites. This OneWorld lounge was smaller and not close to elaborate as Al Safwa or Al Moujan, and there was no clear sign indicating as OneWorld Louinge. I would have spent another 10-20 min. looking around for the lounge if I did not ask QR staff at the airport.
