In *A the rules explicitly exclude free bag benefit on certain fares, so neither LHG nor NZ are in breach of rules. Skyteam has no such exclusion so Aeromexico is.

That being said, I think it's too early for this debate. Neither of the two answers OP quoted sounds very trustworthy and it may be simply a matter of agents not being briefed yet.
