If the guy was instructed to ask by the FA, then the FA realized it's the OP's space. He can do with it as he pleases. Still NTA.
So if I'm in the exit row and the jumpseat in front of me is occupied despite being a ways away because its directly in front of MY seat its MY room, I could and should tell the FA to move, right? No reason they can't occupy another jumpseat, right?
Half the bins on the E175 are small sized and don't fit normal bags or fit 1 bag, there's a plethora of reasons to stow the bag under that seat.
