Presumably they will either pay for alternative transportation OR refund the original ticket, but not both. They need to make that clear. Also, I'm sure some travelers who already submitted requests for refunds will now want to be reimbursed for alternative transportation instead. Can they, and if so how? The reimbursement request form does not allow for comments to be attached, which means lots of people calling in and needlessly tying up the phone agents
It seems pretty clear from below on the waiver page that you likely can't expect to get both a refund and the full amount of cost of alternate transportation --

I would guess if your alternate transportation costs more than your refund from Delta, they will compensate you for the difference. But depending on how they process your requests, you may get lucky and get both.
