Not making any excuses for Delta. But the issue for rebooking on other airlines is that the authority is assigned to usually supervisors or higher. In addition, many do not have the training in ticketing to make it happen. I worked at the gates and ticket counters for many airlines here in Orlando and this my explanation for the problems. I was only 1 of 20 that had ticketing training. It is just not that easy and it has to be done right.
