With advance VDB in these situations, DL has no idea how many people will actually show up for a flight given last minute voluntary changes and IRROPs. Devoting resources to figuring out which flights are most at risk is probably not as helpful as devoting those resources to rebooking flights and just dealing with oversold flights as (and if) they come and offering a very lenient waiver that allows and encourages customers to postpone travel.
