A different colour tag for Club Europe would be a good idea, to help keep those lockers free and of course this will only work if the gate staff and cabin crew enforce it.
This is the fundamental that BA might have realised in the system. A simple change that reduces the ability for people to game the system. As others have pointed out it does require a little enforcement over time and when it is needed.
