For the Q3 promotion, the answer is clearly stated in the terms & conditions, at least for my offer with the Quest Card:

Promotional PQP earned through this promotion are in addition to the PQP you may otherwise earn for qualifying card spend on your United QuestSM Card and will not count toward the maximum of 6,000 PQP you may earn within a calendar year for qualifying card spend on your United QuestSM Card.

It also states:

Please allow 4 to 6 weeks after the calendar month end in which you achieve your spend goal for bonus to post to your MileagePlus® account.
