I wouldn't be surprised if it's cached and/or phantom availability. Cannot believe for one moment that BA gives partners better redemption availability, that is not how they work.
It might not be how they work, but it may well be how their IT works. I'd put money on this being BA's IT not picking up availability correctly that is being identified by it's partners.
