It sounds like your issue is specifically related to PE availability elsewhere. When LH cancelled a PE flight for me during covid, they immediately put me in business. That’s the way to treat customers but I can’t see VS doing the same.
LH have also only been able to offer downgraded rebookings to economy on a take it or leave it basis too. Depends on the partner and the commercial deal with the airline sorting the solution.

I believe from the timings in this thread, you were one of the early rebookers who got BA, before back-office realised they were points bookings. Status wasn't the facilitator, just timings according to my contact there. An early batch made it through when BA bookings became an option.
