It is, but you can still get the same information the long way:

1) Go to expedia.com and do a mock search for the city pair you're trying to get the fare rules for. (e.g. Minneapolis - Amsterdam / the dates you want or a set of dates within the fare offer you're looking for)

2) Select the flights you want.

3) On the screen where it asks you to check flight details, click "review the rules and restrictings" under #2. At the bottoms of the page will be the flight rules.

If the routing is cut off, try a nearby city. Generally NW's fares to Europe via AMS allow connections via DTW, ATL, JFK, EWR, IAD, BOS, YYZ and YUL. Cities west of Detroit add MSP and ORD. Some cities allow MEM, some don't (including MSP IIRC). Some of the lowest fares to Europe require nonstop travel.
