Sorry, if the flight time is 55-60 minutes, they are going higher than 10000 feet. This is around 210 miles, so close to but a bit less than LHR-NCL. There is plenty of time to do a drinks service.
Now there may be other considerations at play here which prevent that of course - maybe for TLV the cabin has to be secure unusually early for example.
