An Indian address is required, but only in the "reference" section. Since I don't have any address proof in my name for an Indian address, I asked at the BOI's email address and have been told that the address proof can be for anyone else, but that person must then give a reference letter along with it.
So I've used my father's driver's license as the reference address proof, along with a reference letter from him. Now to see how long it takes.
I submitted the documents on July 20th, and have received the approval today (July 22nd). I'll stop by the registration counter in DEL next time I am passing through. Let's see how that goes. Here is a list of documents I submitted, just in case someone else is wondering:
- Copy of German passport.
- Copy of OCI card.
- Reference letter from my father, with a copy of his driver's license as proof of address for the reference address in India.
- Copy of German ID card as proof of address.
