I asked the crew the very same question. They couldn't give a precise answer, but it seems TLV flights have a far higher number of families (often large) flying than CAI or AMM. No idea why that impacts things so much, but that it what the crews told me. They said that there have been many reports submitted by crews saying that the route is just not suited to being run by CE equipment.
