Giving thatTR11110 tries to book EI/BA I would assume they are coming from the UK, hence if the UK Visa on their PRC passport is endorsed BIVS under the British Irish Visa Scheme than there might not be an additional visa requirement due to the Common Travel Area but that only applied if they are living in Mainland China and I suspect they actually live in the UK. Or does that not exist anymore?
