No, regardless of state law, CBP says you may not import alcohol if you are under 21. ( 19 CFR 148.33(d)(2) prohibits including it in your exemption meaning you'd have to declare it.... CBP's website says it's illegal to import any, I couldn't find a specific citation but I didn't look very hard).
