I'd still have a sizable carry-on and personal item which wouldn't be ideal on a hot day. I see there are left luggage stores in HND T3. Would it also be an option to store it in the ANA lounge after security, exit to go into town, then come back later?

Definitely agree with
LapLap - take the bus from NRT to HND. To get to the lounge you will have to go through exit immigration, and then find a way to re-enter Japan if that is even possible... In addition, I don't recall there being storage facilities in the lounge -- but I could be wrong. There is a very good chance that most of the airside lockers in the airport will already be in use by the time you get there (they go fast) -- but there may be some in Shinagawa station to use.
I see so many people in Tokyo using wheeled carry-on's during their shopping trip -- easy to get around with and Tokyo is very elevator / escalator friendly.
