Remember that there are only 4 seats in La Premiere and they frequently sell at the last minute for top dollar; while there may be occasions on which multiple seats are opened up, it is certainly not a common or frequent thing.
Any Flying Blue member can make a booking for any other person to travel without the requirement that that Flying Blue member making the booking must also travel.
Do be aware, though, that if you make frequent bookings for third parties, and particularly if you obtain your Flying Blue miles solely through credit card transfers, you will likely have your tickets suspended or cancelled until you can present yourself and your bona fides to an Air France ticket desk.
Unless one made Platinum by transferring 1.16 million miles and donating them, one presumably would have gotten some XP by flying.
