The issue was never fixed, I suspect the same happpening here. Good example since the hotel chains are doing so much backend discounting to keep the advertised room rate as high as possible.
I think there is some amount of overlap in terms of the example you are referring to, but nonetheless I do not think it's the main issue. First of all, in situations where I am missing Chase offer credits, I received the correct number of points on the spend so it's properly coded as travel/hotel so if something is off it would be the hotel chain, not the type of expense itself. But most importantly, in the previous example I referred to, coincidentally the middle case was for a U.S. hotel:
For those "split payments" I have seen it all:
- Both cards get the credit
- Only one of two cards get the credit
- Neither of the cards get the credit
Since the same hotel charged two cards, one got the credit and one did not, then for that case I conclude it's not related to card processor.

Also I would note that when I was missing points in the past due to a hotel transaction not being coded as travel (like your example), I could send secure message and they manually credited the points so it's always been very easy. In contrast, for these Chase offers getting manual credit is very cumbersome and sometimes does not get done at all, so I view the situation as quite different even if the source of the problem might actually be the same as you pointed out, for some individual cases.

Last but not least, since I am missing credit for non-hotels as well, I think there are other factors at play.
