There is no road up Table Mountain. You can get a good view of TM from the start of Signal Hill Road and hiking up Lion's Head. Lion's Head does have ladders - you can avoid the chain ladder by keeping going to the left but there are still I think 3 sets of ladders. If you don't want to do those you still get a good view of TM from the track up to that point. And Signal Hill offers views over the city and V&A, just be careful not to be isolated at or after sunset.
There are quite a few rooftop bars. At the V&A The Silo's is well known. In De Waterkant, Skybar. I am sure there are others you can Google.
Do you have a rental car? There are some, though limited, parking spaces along the M6 coast road (Victoria Road) south of Camps Bay (keep going past 12 Apostles hotel) from which there is a fabulous view back up north of the 12 Apostles. Most stunning at sunset on a clear day.
Also do you plan to go to Kirstenbosch gardens? You see the back of TM, nice views from the canopy walk, and winter is a great time of year because of the flowering daisies/wildflowers, proteas and aloes.
