I learned today if you have an ARC, you already have the SeS enabled. However, I will be leaving Korea and will need to surrender the ARC. Since I started the SeS-GE process and received conditional approval, I went to the Immigration office at ICN for an interview. They said I can't have the ARC SeS active while trying to activate the SeS-GE, so they had to rescind the ARC one. I'm not sure how many people will ever end up in this bucket, but you can ask the SeS officer to do this process if you do find yourself in this purgatory. I'm now fully approved.
