I'd add that:

a) hotels across Europe are very busy this year - I think even busier than last year.
b) It does appear that there are a lot of Hilton diamonds out there - there was an article recently where a hotel had put up what percentage of the guests were diamond and iirc, it was something like 35%. It is simply not possible to upgrade 35% of guests.
