LH946 arrived 11 minutes late in MAN and left 1h20 late. So the incoming flight was not the reason for the delayed departure. As you write airtraffic control was the reason for the delayed departure. Closing the door 30 minutes after scheduled departure is very common, as the flight time was 1h20 versus a block time of 1h45.
As airtraffic control restrictions seem to be the reason for your by 1h20 delayed departure, you might be out of luck for compensation, as airtraffic control restriction are regarded as extraordinary circumstances.
