An Indian address is required, but only in the "reference" section. Since I don't have any address proof in my name for an Indian address, I asked at the BOI's email address and have been told that the address proof can be for anyone else, but that person must then give a reference letter along with it.

So I've used my father's driver's license as the reference address proof, along with a reference letter from him. Now to see how long it takes.
