However there should be a protocol for letting passengers know before they spend ages waiting at a baggage reclaim. It happened to me once on an IB flight where they hadn't loaded bags. I suspect it is not consistent, but BA do now send out email and SMS messages to direct customers when bags are not going to be at the destination. I imagine the crew would rather not deal with angry customers on an aircraft inflight, but I have heard crew tell passengers too. One issue is that once landed, reading emails and SMS messages may well not be the first priority. And I suspect here the OP didn't get anything.
