They must have clearly known that they didn't load any bags and could have announced their decision and apologised. This way everyone was waiting at the luggage carousel for a while until a staff member came over.
I've told this anecdote before but the opening of T5 was a disaster, particularly baggage. I was on one of the first HKG flights, and word had got around that little or no baggage was loaded. One person near me asked a cabin crew member if their bag had been loaded, the cabin crew member said they didn't know. That passenger then kicked up a fuss that got the CSD over. The CSD tried to give reassurance but the passenger worked out from the body language (as did I as an observer) that no bags had been loaded. He just stood up, without a further word, walked out off the 747. There were further loud discussions in the cabin, and further people disembarked. The CSD called the captain over since it was getting increasingly loud and the captain then made a fatal announcement that few or no bags were going to be loaded, and if anyone wanted to disembark they could. About a third of the aircraft indicated they had questions or concerns, dozens walked off. After an hour of fairly fractious dialogue, BA just cancelled the service altogether, causing me and many others huge inconvenience. Frankly it's the best outcome to say nothing, people can get quite upset about this issue.
