At Wynn/Encore Tower Suites you will not get a duplicate benefit for breakfast. Is it $60 per day. However, you will receive a one-time $25 credit that can be used at any Wynn owned restaurant.

I can't speak to using the spa service credit in the salon. It was acceptable years ago (used for a hair cut), but this 5+ years ago.

A couple weeks ago it was my first stay at Wynn/Encore in years. I was underwhelmed. The casino smelled of smoke far more than I remember. The rooms were worn (Encore Tower Suite) with a lot of small issues like shower door not easily opening, water temperature would fluctuate from cold to hot, furniture dirty, etc. Check in area was a zoo even at tower suites. And I was given no upgrade (it used to be basically automatic from tower suite to parlour).
