Ah yes, 535 people in a region of 5 million. Congress is only perfunctorily in session now, and in fact gavelled out of 2 minute pro forma session at 10AM yesterday (per an online search). Also, half of them were in Milwaukee of course.
It's busy because there are a lot of people in the region with access, as predicted, and mid-afternoon is a busy time generally for departing flights especially.
I'm not sure why there needs to be such sharp elbows on this. But for a lot of reasons, Thursday late afternoon/early evening is a very busy travel period at DCA, particularly in the summer. Some of that has to do with the traditional end of the Congressional work week (which of course doesn't impact just the 535 elected officials (plus nonvoting delegates), but their staffs, people who come to DC to lobby them, and others). Of course, other things, like "summer Fridays" play a role as well.
