I am not privy to the details of that freak storm alluded to by the OP, it sounds pretty awful, so I can't comment about how much of a screw up it was for HND. But my experience over decades of flying in and out of US airports and East Asian airports (HKG, HND, NRT, SIN, ICN, GMP, TSA, TPE, to be precise), I have found the East Asian airspace system to be substantially more robust to weather disruptions and more resilient when it comes to recoveries after incidents, both natural and man-made.

The US airspace system is an embarrassment. I will give you that the city of Chicago's snow-plowing and winter weather preparedness is going to be superior to Tokyo's. But when it comes to ATC and airspace, all bets are off.
