Definitely a case of left and right hand not knowing what they are doing or intentionally providing an incomplete picture of the options open to ticket holders under EC261. They are hoping that a large number of people will request a refund, thereby reducing the workload for Virgin Atlantic (and associated costs) of finding alternative flights for those that do not want a refund.
