Service items not being cleared for landing and F/A's allowing reclined seats at take-off and landing are definitely egregious violations that are not typical. I urge you to report these specific issues because (and to answer your final question) AA does not audit their cabin crew.
my seat was also not in take off position at take off and landing during transcontinental flight two weeks ago. I thought it’s the AA standard 😅
