Why are you even REMOTELY surprised by this? DL and CI (along with BR and JX) are DIRECT COMPETITORS on SEA-TPE. They have no commercial interest in helping each other at all beyond the requirements imposed upon them by their marketing alliance.
TMK, the only airline DL has filed fares with for connections beyond TPE is PR (to/from MNL).
